GISEA supports the integration of the mechanism for regional cooperation on oil spill preparedness and response into national and sub-regional arrangements, aligned to the International Convention on Oil Pollution Preparedness, Response and Co-operation (OPRC).
About GISEA
Launched in 1996, the Global Initiative (GI) is an umbrella programme under which governments, through the International Maritime Organization (IMO), and the oil industry, through Ipieca, the global oil and gas industry association to advance environmental and social performance, work together to assist countries in developing national structures and capability for oil spill preparedness and response.

Through the government-industry cooperation, GI seeks to:

1) support national and regional implementation of the OPRC 1990, the conventions relating to liability and compensation - namely, the International Convention on Civil Liability for Oil Pollution Damage, CLC 1992, and International Fund for Compensation of Oil Pollution Damage, FUND 1992 -, and other instruments relating to national and regional oil spill preparedness, response and cooperation; and

2) enhance oil spill preparedness and response capacity through the mobilisation of external assistance and industry support at the national and regional levels.

Regional Information
Geographically, Southeast Asia lies between the Indian and Pacific Oceans - south of China, east of India, west of Papua New Guinea, and north of Australia.

Politically, Southeast Asia consists eleven sovereign states. These are: Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, Timor-Leste and Viet Nam. Ten of these countries are members of the Association of Southeast Asian Nations (ASEAN), with Timor-Leste as an observer. The region ranks among the fastest growing areas of the world economically, which largely accounts for its current international significance.

The level of oil spill preparedness and response capability varies across different ASEAN Member States; this is summarised below. See the tabs on individual countries for more information.
