About specialist housing programmes
There are a range of funding programmes available to enable delivery of new or improved supported and specialist housing in London and achieve the Mayor's aim to meet London's diverse housing needs.
Delivery of all different types of supported and specialist housing can be funded, for a wide range of client groups, either through the Affordable Homes Programme or one of our specialist programmes listed below.
We also have funding available for community-led housing and revenue funding available to deliver accommodation-based support for survivors of domestic abuse.
Domestic Abuse Safe Accommodation Homes Programme
This programme is a vital initiative designed to increase safe accommodation provision for domestic abuse survivors and their children across London. It strategically combines capital funding of up to £8.5 million from the Affordable Homes Programme (AHP) 2021-2026 with revenue funding of up to £1.1m from the Part 4 duty under the Domestic Abuse Act 2021. The programme seeks to address gaps in safe accommodation provision across London as identified in the 2021 needs assessment, and as such bids will be prioritised for accommodation for under-served groups.
Capital funding is available for accommodation that will start on site by March 2026 and up to three years of revenue funding for support is available, up until March 2030. Bids will need to demonstrate how revenue funding for support will be aligned with capital delivery. Single Homelessness Accommodation Programme
The Mayor has secured a portion of a national budget of £270m to deliver homes with support for Londoners sleeping rough and young Londoners aged 18-24 who are homeless or at risk of homelessness.
This Single Homelessness Accommodation Programme has been developed to meet gaps in existing housing pathways and address currently unmet need. Capital funding is available for homes that will start and complete from April 2023 to the end of March 2025, and up to three years’ of revenue funding is available to fund much-needed support to the Londoners who will move into these homes. Care and Support Specialised Housing programme
This £100m+ programme provides older and disabled Londoners with well-designed, accessible homes, enabling them to have an appropriate level of care, so they can live independent and dignified lives. The programme enables family-sized homes to be freed up, for families and others in housing need. It also helps reduce social care and health costs. Funding is available for new-build and remodelling of existing schemes.
The original programme ran until 31 March 2022 and has been extended for schemes starting up to the end of March 2025.

Previous programmes
A number of funding programmes closed to new bids this year but are still delivering much-needed homes and support. These include:
- The Rough Sleeping Accommodation Programme (RSAP) which provides move on accommodation and support to rough sleepers, to enable them to transition to independent living. It has a key role in helping the Mayor to achieve his aim of ending rough sleeping, and is an important part of the strategy to assist many of the rough sleepers helped by our monumental Everyone In initiative during the COVID-19 pandemic.
- The Move On Programme (MOP) which provides move on accommodation and support to rough sleepers and survivors of domestic abuse. Through MOP and RSAP over 1,000 rough sleepers have been housed already and hundreds more will be by the time delivery completes.
- Homelessness Change which provided for new or remodelled hostels and domestic violence refuges for non-statutory homeless Londoners and victims of domestic abuse.
- Platform for Life which provided short-term accommodation for young adults (18-24 years) in education, training or employment, as a step towards independent living.
