    Yesterday ACC Tom Harding, our Director of Public Safety and Risk, visited Durham Constabulary to see the work they've done with Op Soteria, a UK Home Office funded unit which brings together police forces with academics and policy experts to use evidence and new insight to transform the policing response to rape and serious sexual offence. Since our specialist course, known as the Rape and Serious Sexual Offences Investigative Skills Development Programme (RISDP) was introduced last year, police forces in the country have more than doubled the target for number of officers receiving rape investigative training.     Since announcing our behaviour change work to tackle sexism and misogyny in policing last year, we have been developing interventions which embed specific behaviour change techniques for cultural change, including: 🔹 Pulse checks which track local culture in real-time to increase awareness and accountability 🔹 Evidence-driven communications which increase motivation and commitment to change 🔹 Experiential training which simulates problematic encounters to practice intervening 🔹 Peer reflection spaces which enable staff to discuss and improve handling of poor behaviour 📰 Julia Wire, our Evidence & Evaluation Advisor, and Dr Esther Flanagan, our Behaviour Change Lead, have written about their work using behavioural science to develop these interventions in The Political Quarterly. See you there - just search for #WeCops Pre read below: Stalking is a serious crime characterized by a pattern of repeated, unwanted attention and contact by a perpetrator that causes fear or significant distress to the victim. It can manifest in various forms, including physical following, unwanted communication, and cyberstalking. The implications for policing are substantial, as stalking can escalate to more severe forms of harassment or violence if not addressed promptly and effectively. Stalking involves a range of behaviours that might include repeatedly following someone, sending unwanted communications, and monitoring or surveilling a person without their consent. It’s often associated with an underlying fixation or obsession by the perpetrator. Stalking is a critical issue for UK policing due to its serious impact on victims' safety and well-being. National Stalking Awareness Week (22-28 April 2024) raises awareness about the prevalence and severity of stalking, highlighting the need for effective policing responses. The recent super complaint by the Suzy Lamplugh Trust underscores concerns about police handling of stalking cases, prompting a closer examination of practices. HM Inspectorate of Constabulary, Fire and Rescue Services (HMICFRS) thematic inspections, particularly the 'living in fear' inspections, have revealed inconsistencies and inadequacies in police responses to stalking cases. These findings emphasize the urgency for improved training, protocols, and resources to ensure consistent and effective support for stalking victims. Stalking can escalate into violence and poses a significant risk to victims' safety, mental health, and overall quality of life. Therefore, it is imperative for policing to prioritise stalking cases, enhance training for officers, strengthen coordination with support services, and implement robust measures to prevent and respond to stalking incidents effectively. Implications for Policing: • Response: Police are advised to take stalking complaints seriously from the first report, recognizing the potential for escalation and the profound impact on the victim’s life. Early intervention is crucial. • Investigation: Investigations should be thorough, with a focus on gathering evidence of the stalking behaviour, which may include digital footprints, witness statements, and any patterns of conduct that establish the repeated nature of the offense1. • Supervision: Supervision of stalking cases often involves multi-agency collaboration to ensure victim safety and manage the risk posed by the perpetrator. This may include working with mental health services, victim support groups, and other law enforcement agencies So are we doing enough around stalking in 2024 and beyond?
