The LSE Estates Division is responsible for devel- opment and implementation of the LSE Estates Strategy supporting the Schools strategic objec - tives. The Estates Capital Development team has enjoyed unprecedented success in recent years, with acclaimed major projects gaining Stirling award nominations and the Team winning vari-

ous client of the year accolades.

Reporting to the Assistant Director, Capital Development, the Senior M & E Project Man - ager will join to take responsibility for leading a range of building services and infrastructure projects across a diverse estate portfolio includ - ing academic and teaching facilities, social and hospitality space, commercial property and sports facilities. You will lead projects as the client representative with responsibility for the appointment and management of multi-discipli- nary external teams. Whilst leading on a range of building services and infrastructure related projects there will be significant opportunity to lead carbon reduction and sustainability projects across the portfolio..

RECENTLY COMPLETED PROJECTS INCLUDE: The Marshall Building a £ 145m new build, designed by Grafton Architects on the corner of Lincoln ’ s Inn Field in a conservation area. The project is attracting industry and media attention since it opened in January 2022. It recently won the Priz Versailles Campuses 2022 and continues to receive award accolades.

LSE ESTATES DIVISION AND CAPITAL DEVELOPMENT The Estates Division is responsible for development and imple- mentation of the LSEs Estates strategy, providing world class buildings and facilities for teaching, learning and research. The Estates Division are committed to creating a higher quality built environment commensurate with LSEs academic stand- ing. Strategic projects are developed and delivered by the Cap - ital Development team, responsible for the planning and imple- mentation of major capital projects, long term maintenance and carbon management in progress at the School. Following a design competition in 2022, David Chipperfields Ar - chitect have been selected to develop the next major project for the LSE, the Firoz Lalji Global Hub is a £ 100m + project that has set high environmental targets with low embedded carbon im- pacts. The development is currently at RIBA Stage 2 with plans to complete it by late 2026.

Our Rogers Stirk Harbour and Partners designed Centre building at £ 125m, recieved an RIBA Award and a Civic Trust Award following its completiong in 2019. The LSE first new building for more than 40 years, The Saw Swee Hock Student Centre has recieved praise from students, staff and architecture critics and has won many awards since its opening in 2014. The capital plan has various major projects up to 2030 and beyond, these are due to be developed over the next few years and the LSE is currently also planning several joint venture residential projects that will build upon the success of previous projects.

Job Summary The post holder will be a senior member of the Capital Development section of Estates. He / She will be given delegated management authority to lead the briefing, design, procurement and handover of various major conversion, refurbishment and new build capital projects at LSE of up to £ 35m in total value. The post holder will also be expected to project manage his / her own jobs.

and liaise with the professional team, to attend site meetings, to monitor progress, to ensure quality control, via the Clerk of Works and to arrange interim and final payments to the Contractor. • To arrange the selection and preparation of de- tailed furniture and equipment schedules moni- toring progress, finances and delivery. • To liaise with the client department, services section ( Estates ) and the Maintenance Section regarding the arrangements for commissioning and handover of the buildings. • After the occupation of the building ( s ) follows up any defects / snags, and assess the practical workings of the facility and its fitness for purpose including post-occupancy evaluation. • At the discretion of the Assistant Director and Director of Capital Development, deal with any other building and development matters requir- ing attention. Decision Making The post holder will be given delegate authority and decision-making for major projects, policies and office / staff management matters within the bounds of the School procedures and financial approval system to ensure projects are delivered on time, on budget and conform to all statutory requirements. This includes making decisions on creative solu- tions, being flexible in prioritising work and allocat - ing staff resources to specific projects. Taking the necessary decisions to ensure risks from hazards and potential breaches of health and safety are managed to avoid criminal prosecution. Working Relationships & Contacts and Manage- ment of Other Staff • To manage & supervise other colleagues within the Estates Division reporting to this postholder • As the manager to communicate a clear vision of what is to be achieved overall by a team; encourage individuals to contribute to this common goal to the best of their ability; create a

sense of unity and common purpose • To liaise with Senior Management and Senior Academics to facilitate the requisite approvals at various stages within the project, from funding commitments, through RIBA work-stage ‘ sign- offs ’ to completion and handover. • To consult and liaise with other School Officers in respect of specification issues, undertaking any generic requirements and standards for equipment, suppliers and workmanship. • To focus on the requirements of ‘ end users ’ and direct consultants to consider the outcomes of the briefing and consultation process, subject to the approvals of the requisite authorities. • Act as the first point of contact where Statutory Authorities need to be informed or consulted e.g. Local Planning Authorities, Building Con- trol, English Heritage and Water Authorities. Facilitate the incorporation of their processes required under the terms for Capital Project Funding. • By agreement with the Director of Finance and Facilities, to discuss and agree on details of Project Funding with representatives from the Funding Council, in respect of the reporting and auditing processes required under the terms for Capital Project Funding. • By agreement with the Director, Planning & Development or Project Working Group to seek advice and implement recommendations from legal representatives. Flexibility To deliver services effectively, a degree of flexibility is needed, and the post holder may be required to perform work not specifically referred to above. ing review and revisions of the LTM schedule as required. • To consult with the client department, senior School Officers and Estates staff regarding the desired facilities and possible sources of finance. • To prepare and present accommodation stud- ies, budget costings, feasibility studies etc., • To prepare a preliminary design brief and spec- ification of client requirements, including con - straints, programme information and accommo- dation needs and relationships. • To prepare necessary contractual documenta- tion and to appoint a professional team. • To develop the design brief with the Architects and in conjunction with the Client and Estates technical staff, consider and comment on the Consultant ’ s drawings and specifications. • To act as “ Secretary ” to the Project Work Group designated to oversee the implemen- tation of each particular project, including the preparation of reports, agendas, minutes and presentations. • To discuss and present designs at various stag- es with School Working Groups, Committees, Planning Officers and members of the Local Authority. • Where final designs exceed the capital expend - iture limits, to discuss options with the client, School staff and the professional team. • Upon receipt of Tenders, to review the situation above. • To make the necessary contractual arrange- ments with the successful tenderer. • At all stages of the project ensure that adequate mechanisms are in place for effective project cost control and that internal and external pro- ject management and control procedures are followed. • During the project construction stage, to direct

Programme Management Role • To manage and supervise in-house staff and external consultant ’ s team, deputising for the Assistant Director as and when required. • Prepare Capital /LTM Programmes in conjunction with Capital Development Director. • Prepare Project Programmes and monitor pro - gress against Capital / LTM programmes through- out the project. • Prepare Risk Registers – identifying and manag- ing risk throughout the project. • To develop, in liaison with the Director and Assistant Director procedures for project / brief- ing, design development and contract / financial control, implementation and handover. • To prepare and submit regular reports on pro- gress against programmes, budgets and brief- ing objectives. • To ensure that all procurement is carried out in accordance with LSE financial and purchasing policies and other procedures as set down by the Director of Capital Development and / or Director of Estates. • To perform a pro-active leadership role, foster- ing high morale, innovation, cooperation and an ethos of high-quality of service delivery. • To ensure compliance with agreed environmen- tal policies and procedures.
