Welcome to the winter BSL newsletter
 
 
Welcome to the latest edition of the Biomass Suppliers List, the final one for 2021.

In this quarterly update we further discuss the fuel quality requirements which are coming to the Biomass Suppliers List and were introduced in the last newsletter. These requirements will need to be met by 1st April 2022 under legislation introduced earlier in the year. The BSL Administrators and the Woodsure registration team will be available to discuss the requirements and support BSL suppliers in remaining compliant.

We also introduce the new waste wood classification guidance from the Wood Recyclers' Association and are welcoming the new Biomass Suppliers List Advisory Panel members, following a successful meeting earlier in December.

In other news we look at the governments net zero plans and recent funding awarded for biomass feedstocks.

Fuel Quality Requirements are coming to BSL
Fuel Quality Requirements
Early in 2021 legislation was introduced that made a number of changes to the Renewable Heat Incentive. The changes to the RHI which impact upon accredited Biomass Suppliers List (BSL) fuel suppliers come into effect on the 1st April 2022. The legislation places requirements on both self-suppliers AND commercial suppliers (Producers, Traders and Producer-Traders). 

All suppliers should take action now to ensure they can comply with the legislative requirements by the 1st April 2022 implementation date.


Self-suppliers will be contacted directly early in 2022 with guidance on how to comply with the new legislative requirements.

New Advisory Panel
 
 
Following a recent nomination process, the BSL Administrators are pleased to welcome the new members to the Biomass Suppliers List Advisory Panel. The Advisory Panel serves a number of functions to the BSL, including ensuring that all participants within the biomass sector have open and fair access to the BSL.  A first meeting of the new Panel was held virtually on the 8th December. Thank you to everyone who took the time to nominate, vote and to those who are now part of the Panel and contributing to the future direction of the Biomass Suppliers List.  Further details on the Panel and the current list of Members can be viewed on the website.

Waste Wood Guidance
 
 
Guidance on how to handle and process all items of waste wood has been published after a four-year project led by the Wood Recyclers’ Association.
The culmination of the Waste Wood Classification Project will see two separate sets of Waste Wood Assessment Guidance published, one for those working in the wood recycling sector and one for those in the construction and demolition sector.
The guidance documents are aimed at helping waste producers and operators to understand and follow procedures to ensure the correct waste wood ends up in the right end market. Find out more about the guidance on the Wood Recyclers' Association website.
 
 
Government publishes Biomass policy statement
Government Policy
On the 4th November government published its Biomass policy statement. The document sets out the strategic aims for the role of biomass across the economy in the short, medium and long term to deliver towards net zero. This policy paper sets out:
  • priority use principles for the use of biomass in the short, medium and long term to meet net zero, and to support the development of a priority use framework for the Biomass Strategy
  • the key policy aims for sustainable biomass use across the economy, such as in the electricity, heat, transport and industry sectors
  • the government’s view of the role bioenergy with carbon capture and storage (BECCS) can play in contributing to net zero and the potential routes for BECCS deployment
  • a summary of research and innovation gaps which need to be addressed to enable biomass, bioenergy technologies, and the wider bioeconomy to deliver net zero, and ongoing and planned projects that will inform the Biomass Strategy

The UK's path to net zero has been set out in landmark strategy. The Net Zero Strategy sets out how the UK will deliver on its commitment to reach net zero emissions by 2050. Building on the Prime Minister’s 10 Point Plan, the UK Net Zero Strategy sets out a comprehensive economy-wide plan for how British businesses and consumers will be supported in making the transition to clean energy and green technology – lowering the Britain’s reliance on fossil fuels by investing in sustainable clean energy in the UK. Twenty four projects will receive government funding of up to £200,000 to increase UK production of biomass that can be used as sources of green energy. Biomass refers to sustainably derived plant material that could be used as fuel to produce energy or to create products such as chemicals and bio-plastics. It is a small but important part of the renewable energy mix that the UK requires to meet its commitment to eradicate its contribution to climate change by 2050 - and is also backed by the UK’s independent Committee on Climate Change.
