Job Description

Job Purpose:         

·         To have lead responsibility for the effective delivery of London Councils’ transport, mobility and other contracted services and for the formulation, development, promotion and implementation of a programme of work to support and improve these services.

·         To have the lead responsibility for the formulation, development, promotion and implementation of projects and initiatives involving internal and external stakeholders in areas concerning existing and new contracted services.

·         To provide high level, professional and technical advice to a wide range of stakeholders, including, contractors, London boroughs, government, Mayor and GLA, TfL, adjudicators (where appropriate) press and media, as well as researchers and consultants.

·         To  contribute to the transport and mobility management team and deputise at the corporate management team when needed

 

Main duties and responsibilities:

·         To provide leadership in delivering London Councils’ shared ambitions, helping colleagues and partners to understand and articulate how they contribute.

·         To be responsible for the procurement, management and direction of London Councils’ transport, mobility and other contracted services, ensuring that these services are delivered effectively, efficiently and to a high standard.

·         To provide London Councils and member authorities with specialist and expert advice related to these services

·         To ensure that the needs and interests of member authorities are represented in discussions and negotiations with contractors, transport providers, government departments and other bodies.

·         To contribute to the effective management and development of the transport and mobility services.

·         To build relationships with and work with external partners to enable more effective delivery of these services. 

·         To manage resources (staff or finance) held (or allocated by other organisations such as the boroughs, TfL, GLA, functional bodies) to the best effect of London local authorities.

 

Job Activities

  • To be the lead officer for the management and direction of services provided by contractors (including digital, administrative, call centre and hearing centre services)

  • To oversee continuous improvement of services, embedding learning, co-ordinating and reporting on the work of London Councils’ staff, contracted staff and external stakeholders.

  • To ensure effective management of on-going business delivery in accordance with agreed objectives and standards.

  • To ensure effective performance management of all service support functions (including budget monitoring and complaints handling) to ensure that the business operates efficiently and to agreed service standards.

  • To ensure effective communications with all customers and stakeholders of these services.

  • To be lead officer responsible for the procurement of and negotiations related to the services and contracts being managed.

  • To represent the organisation and London local government with a range of audiences, including government departments, Mayor, GLA and member authorities and judiciary; developing and sustaining positive relationships with these stakeholders, opinion formers and key contacts to advance and strengthen the delivery and reputation of London Councils’ services.

  • To analyse government proposals, circulars, Green and White papers, legislation, reports and research documents from local authorities and other organisations to identify any implications for London Councils and its member authorities, and to make recommendations, prepare policy papers, briefing notes and London Councils’ responses.

  • To deputise for the director, transport & mobility in his/her absence, (to include taking business continuity decisions outside office hours)

  • To draft reports, briefings, circulars, speeches, articles, presentations, press information and other publications as required on key issues arising from London Councils’ policy priorities.

  • To attend, chair and contribute to meetings relevant to the role.

  • To make a significant contribution to the strategic development of London Councils Services, as part of the transport and mobility management team.

  • To manage and develop own staff and also to provide coaching and support to assist in development of colleagues. 

  • To carry out all tasks and allocated work within agreed timescales and budgets
